Hi! Considering how nobody from Korea travels to Japan to get plastic surgery, but thousands of people travel from Japan to Korea for plastic surgery, I would choose to do it in Korea. However, not to focus on discounts but focus more on the hospital, doctor and their skills. As for hospitals, I would try to find some place that offers translation and is very famous.
